Philippine President Corazon Aquino seemed to rule out a pardon for mutinous soldiers who won local elections, saying in a speech that some are “living repudiations of our ideals of decency and humanity.” She said they will have to understand that “election is not exoneration.” Former Col. Rolando Abadilla, jailed for plotting coups, was elected vice governor of a northern province in the Jan. 18 election and has appealed to Aquino to free him for the sake of reconciliation.
