A Bulgarian Communist Party conference unanimously approved a package of reforms that includes measures limiting terms of office to 10 years for top party officials and up to six years for other office- holders. The measures also must be approved at Bulgaria’s next Communist Party congress, scheduled for 1991. Politburo member Chudomir A. Alexandrov said the conference accepted in principle the proposal to limit high party officials, including the party leader, to two five-year terms with the possibility of a third term in exceptional circumstances. Regional and lower-ranking officials will be limited to two terms of two to three years each, Alexandrov said.
