The former head of the South Korean police was formally indicted today over police attempts to cover up the torture death of a student activist last year.

Kang Min Chang’s indictment said he had abused and neglected his duty when he ordered a doctor to falsify an autopsy report on the death. Kang was detained last month after the doctor named him as one of those involved in the cover-up. He was fired as head of the country’s 120,000-member police force last January after the student died while being interrogated about the whereabouts of a dissident colleague.
