A former stockbroker for Dean Witter Reynolds Inc. was sentenced to four years in federal prison and ordered to pay $8-million restitution for bilking money from clients who were told they were investing in municipal bonds. John M. Carpenter of Boca Raton, Fla., and another broker allegedly schemed to defraud their clients of more than $8 million, which was converted to personal use, from October, 1984 to July, 1986.
