Local News in Brief : Tustin : Water District Official to Seek Badham’s Seat

Peer A. Swan, 43, of Tustin, a director on the Irvine Ranch Water District board, announced Tuesday that he would seek the Republican nomination for the 40th Congressional District seat being vacated by Rep. Robert E. Badham (R-Newport Beach).

Swan, a resident of the district for 25 years, is treasurer of Pacific Scientific Co. of Anaheim and has been active in various civic and GOP organizations. He was a captain in the U.S. Army, serving a one-year tour of duty in Vietnam as a helicopter pilot. He and his wife, Nancy, have two teen-age children.

Swan joins a field of candidates in the overwhelmingly Republican district, in which the GOP nomination is tantamount to election.

Other candidates are Costa Mesa Councilman Peter Buffa, Irvine Councilman C. David Baker, Newport Beach businessman Nathan Rosenberg, Tustin Councilman John Kelly, former White House counsel C. Christopher Cox, former Pentagon liaison Charles S. Devore and airline pilot John Hylton.
