Torture remains widespread around the world, and horrifying new methods and instruments are being used to inflict it despite efforts to combat the evil, a U.N. report said. “Allegations keep coming in from some countries where, after a change of regime, the present government has unequivocally stated that it will not tolerate torture any more,” the report said. “Evidently harsh treatment of detainees, often amounting to torture, has become a way of life. . . .” The document was submitted to the annual session of the U.N. Human Rights Commission in Geneva.
