Romania Grounds Million Motorists

VIENNA —
Romanian authorities Tuesday banned private cars on public roads because of snowy weather and shortages of fuel, forcing a million motorists to park their vehicles.
The ban on private driving for the fourth straight winter was required because of heavy snow and icy roads, said an official statement published in Scinteia, the Romanian Communist Party daily.
