El Salvador rejected a rebel proposal to resume cease-fire talks, saying next month’s elections must be held first. Eduardo Colindres, President Jose Napoleon Duarte’s information minister, told reporters the government will not consider the proposal until after legislative and municipal elections March 20. “If we come to talk, it would be maybe after the elections,” Colindres said. He called the proposal from rebel leader Guillermo Ungo a propaganda move aimed at giving the leftist opposition “a presence in the electoral process without participating in it.” Leftist and government representatives last met on Oct. 20 in San Salvador.
