Assembly Bill Introductions:

Surrogate Mothers: AB 3200 by Assemblywoman Sunny Mojonnier (R-Encinitas) would outlaw surrogate contracts under which a woman bears a child for another couple for a fee.

Prices: AB 3115 by Assemblyman Rusty Areias (D-Los Banos) would make it a misdemeanor to advertise any item for sale without setting forth the total price to the customer. Asbestos: AB 3152 by Assemblywoman Jackie Speier (D-South San Francisco) would place on the November general election ballot a $100-million bond issue to remove asbestos hazards in public schools.

Alcohol and Drug Counselors: AB 3196 by Assemblyman Johan Klehs (D-San Leandro) would require alcohol and drug abuse counselors to meet certain standards to obtain state certification. Senate Committee Action:

Condors: The Natural Resources and Wildlife Committee approved a bill (AB 2324) by Assemblywoman Lucy Killea (D-San Diego) to appropriate $500,000 for a captive breeding program to help prevent the California condor from becoming extinct. A 7-0 vote sent the bill to the Appropriations Committee. Bill Introductions:

Air Pollution: SB 1997 by Sen. Robert Presley (D-Riverside) would extend the state’s automobile smog control testing program, and increase the cost limit for repairs from $60 to $300 on a sliding scale basis depending on the age of the vehicle. It also would expand warranties on required repair work, and institute a roadside inspection program for diesel trucks and buses in 1990.

Arson: SB 2044 by Sen. William Campbell (R-Hacienda Heights) would require the attorney general to establish an arson intelligence unit within the Department of Justice to help find and prosecute firebugs.

Radon Gas: SB 1977 by Sen. Herschel Rosenthal (D-Los Angeles) would require the state to conduct a radon gas detection survey to identify areas where the gas may pose a health threat.
