Indian Prime Minister Rajiv Gandhi reshuffled his Cabinet and replaced two state chief ministers in an apparent bid to bolster support for his Congress-I Party before general elections scheduled within two years. Gandhi filled three vacant positions with new appointees and dropped two senior ministers, but he retained the heads of external affairs, defense, finance and the interior. New to the Cabinet are Bindeshwari Dubey, chief minister of Bihar, appointed minister of law and justice, and Motilal Vora, chief minister of Madhya Pradesh, given the health and welfare portfolio.
