Five newspaper unions dropped their opposition to the proposed joint operating agreement between two Detroit newspapers, saying it is the “only way to assure the survival” of the Detroit Free Press. In briefs filed with the Justice Department, the unions urged Atty. Gen. Edwin Meese III to approve the agreement allowing the Detroit News and the Free Press to merge advertising, circulation and production departments.
