Chancellor Helmut Kohl is flying to Washington today to lay out West Germany’s position on key disarmament issues in three days of talks in Washington with President Reagan and key Administration and congressional officials. Senior advisers to Kohl said the West German leader will press for a high priority on a world ban on the manufacture and use of chemical weapons. According to sources in Bonn, Kohl will also announce West Germany’s strong support for the U.S.-Soviet treaty calling for the elimination of ground-launched, intermediate-range missiles.
