U.N. Agency Moves Its Base Out of Lebanon

VIENNA —
The U.N. agency that aids Palestinian refugees said Tuesday that it is suspending all operations in Lebanon requiring direct supervision by its international staff because two staff members had recently been kidnaped. The Vienna-based United Nations Relief and Works Agency for Palestine refugees said it is transferring its base of operations to Syria.
