The Senate Energy Committee passed an amendment approving oil and gas leasing in the Arctic National Wildlife Reserve, but only after a new study is conducted of the nation’s energy needs. The vote on the amendment to a bill for development of the reserve, sponsored by Sen. James McClure (R.-Idaho), was 10 to 9. McClure’s amendment replaced one by Sen. Timothy Wirth (D.-Colo.) that would have banned ANWR development outright. Leasing in the pristine area on Alaska’s North Slope is strongly opposed by conservationists and the bill’s ultimate approval by Congress remains in doubt.
