A spokesman for the New York Post expressed guarded optimism about negotiations to keep the newspaper publishing after the Allied Printing Trades Council, an umbrella group for eight Post unions, presented new proposals for saving money. “The issues have been narrowed a great deal. Both sides are considering various options,” spokesman Howard Rubenstein said. The unions, meanwhile, lost a bid to have the National Labor Relations Board issue a complaint or seek to block the threatened closing of the Post at 2 p.m., EDT, today if agreement on savings is not reached.
