Today is the deadline for 560 creditor banks to submit secret bids for bonds offered by Mexico in a plan to get rid of some of its $105-billion foreign debt, the second-heaviest in the Third World. The plan was devised by the Mexican and U.S. governments. Christine Bindert, senior vice president of Shearson Lehman Bros., said the program “should be fairly successful, with a lot of participation, particularly from European and (U.S.) regional banks.” The big money center banks in the United States, though, were expected to shun the program.
