Carlucci to Meet Soviet Counterpart

Defense Secretary Frank C. Carlucci said Friday that he will discuss ways to avoid dangerous incidents between U.S. and Soviet armed forces when he meets his Soviet counterpart in Switzerland next month.

Speaking in a live satellite news conference from Washington, Carlucci referred to a recent naval incident in which two Soviet ships bumped two U.S. Navy warships in the Black Sea.

“We have asked that these dangerous activities be put on the agenda. . . . This kind of action has to be brought to a halt and we need to discuss this with our Soviet counterparts,” said Carlucci, who is due to meet Soviet Defense Minister Dimitri T. Yazov in Bern on March 16-17.
