S. Africa Asks Fund Curb

The South African government proposed a new law to outlaw foreign money used for political activities in South Africa. The broadly worded measure could be used to curb activities of anti-apartheid organizations such as churches, labor unions and civil rights groups that depend on foreign contributions for as much as 90% of their operating budgets. Another target, diplomats believe, are assistance programs, such as a $22-million U.S. program that finances black university scholarships, community organizations and self-help projects. Officials said the restriction is needed to curb foreign support of racial unrest.
