Local News in Brief : Countywide : LAFCO Chief Since ’66 Announces Resignation

Richard T. Turner, executive director of the Orange County Local Agency Formation Commission since it was formed in 1966, announced Wednesday that he will resign.

“I just thought maybe it was time for me to do something else before I officially retire,” said Turner, 59. “I wanted a vacation.”

Turner said he will probably remain in the job until a replacement is found. Donald A. Holt, chairman of the commission, said a subcommittee will be formed to conduct the transition.

LAFCO is a five-member board that establishes boundaries for jurisdictions, such as water districts and communities seeking to incorporate as cities. It has drawn attention recently because of its rulings on boundaries and cityhood for Mission Viejo and Dana Point.

Turner began his county career in 1959 as the county’s representative on the Boundary Commission, the agency that preceded LAFCO. From 1966 to 1969, he served as LAFCO’s part-time executive officer. He was appointed to the position on a full-time basis in 1969.
