U.S. semiconductor makers alleged that the Japanese were violating a semiconductor trade agreement with the United States. Jon Cornell, director of the U.S. Semiconductor Industry Assn., said the U.S. share of the Japanese market was only 10%, less than the 12% share it should have by now in order to reach the 20% goal set for pact’s expiration in 1991. Cornell said Japan had ended the “dumping” of semiconductors in the United States and in third country markets at less than cost, also called for by the pact.
