Improving Teaching
I don’t believe it makes much difference whether the voters of Orange County decide next November to have their county superintendent of schools elected or appointed because the substantive services provided by that official are far too meager to justify their maintenance.
What the voters really ought to be voting on is a proposal to dissolve the entire bureaucratic operation. The funds thereby saved could be put to good use in dealing with the No. 1 problem of our public school system: namely, to secure more gifted and motivating teachers, greatly increase their salary levels and provide them with civilized classroom working conditions.
With the present sad state of affairs in our schools, we really cannot afford to squander money in maintaining unnecessary educational functionaries in administrative palaces.
