China’s railways minister, Ding Guangen, resigned, and the national airline director, Hu Yizhou, was disciplined because of air and rail accidents in January that killed more than 200 people. Investigators blamed poor engine maintenance for the crash of an Ilyushin turboprop airliner as it approached Chongqing, in southwest China, on Jan. 18, killing all 108 aboard. Negligence was blamed for a Jan. 24 train derailment in Yunnan province that killed 88. Also in January, a collision of two trains and a fire on a third train killed a total of 53 people. The accidents prompted a campaign for enforcing safety regulations.
