A plan to burn oil field byproducts in an incinerator south of Taft was given to Kern County officials by a Costa Mesa company, the third such toxic waste disposal plan submitted. Two other firms recently submitted plans for toxic waste disposal--one suggesting an incinerator in the town of Arvin and the other a deep-well injection project near Wasco.
