The chairman of the President’s AIDS commission turned over to the White House the panel’s interim report that makes recommendations on intravenous drug abuse, patient care, and basic research and drug development. Those items are “the first three of a number of key elements that will eventuate in the comprehensive national strategy needed to respond to the epidemic,” wrote retired Adm. James D. Watkins, the panel chairman, in his cover letter. The report recommends a 10-year $15-billion drug treatment program to curb the spread of AIDS among intravenous drug abusers, more staff to help the Food and Drug Administration evaluate treatments and vaccine candidates, and expanded health care options for AIDS patients.
