Redevelopment Source of Pride, Blame in Huntington Park Race

If reelected, Councilmen Thomas E. Jackson and Jack W. Parks promise to support what they say is the largely successful redevelopment of a city that was once labeled a suburban “disaster area.”

But challengers Raul R. Perez and Raul A. Aragon contend that Jackson and Parks need to be replaced, in part because they presided over a redevelopment program that caused cash-flow problems and resulted in layoffs of city employees last year.

The race for the two City Council seats in the April 12 election is a struggle of the old guard, which touts itself as experienced and knowledgeable, and the new guard, which maintains that the aging, all-Anglo City Council is not responsive to a community of about 51,000 that is more than 80% Latino. Jackson, 52, has served on the City Council since 1968. The 63-year-old Parks has been a councilman since 1976.

It also is an election in which the incumbents will overwhelmingly outspend their challengers to make their views known to the city’s electorate. Jackson and Parks, who are running together, raised $38,774 and spent $6,790 as of Feb. 27, according to a campaign disclosure statement. Perez loaned his campaign $900. He has spent $350. Aragon has pledged to raise and spend less than $1,000 during the election, his campaign statement reports.

Jackson and Parks say they will continue to support redevelopment if reelected. In all, the city planned 90 projects in its four redevelopment areas. Seventy-six projects have been completed or are under construction, Redevelopment Director James Funk said.

“We took a town that was on the brink of decay and by using redevelopment . . . we were able to convince developers to build town houses, homes, commercial buildings and industrial buildings,” said Jackson, who owns a flower shop. “Without redevelopment that could never have happened.”

“We’ve turned it completely around,” said Parks, who owns an auto body shop. “It’s made a much nicer city by having redevelopment projects go on.”

But the challengers said the incumbents and redevelopment are responsible for the financial problems that surfaced last November, when city officials called together more than 50 municipal employees --nearly a quarter of its work force--and warned them of impending layoffs.

At the time, officials said the city was engaging in deficit spending of more than $300,000 a month because it was forced to offset financial setbacks suffered by the Redevelopment Agency. At that rate, the city would have been unable to meet its payroll after the month’s end, officials said.

In the shadow of strong opposition from employees, the City Council eliminated only 13 positions--some of which were vacant. In addition, the city borrowed about $1 million against anticipated revenue that the Redevelopment Agency expects to receive by the end of the year, Funk said. The councilmen double as Redevelopment Agency members, who decide the city’s redevelopment program.

“I think they undertook too much at one time,” said Perez, a 45-year-old loan officer. “Some projects should have been finished before jumping into another.”

Aragon, a Los Angeles police officer, accused the council of poor management.

“If they’re the ones managing the funds, why the deficit? Why did they have to lay off people?” said Aragon, 28. “The City Council is responsible for that.”

Funk said the cash-flow problems began in 1984, when developers operating in a climate of high interest rates began defaulting or backing out of key projects. Although substitute developers were eventually found, property tax income that the Redevelopment Agency counted on to meet its debt service was delayed.

About $2.7 million in tax revenue is expected to flow into the Redevelopment Agency this year. But the agency expected to be receiving much more by now, enough to meet its $4.4-million-a-year bond payment.

Tax Revenue Goes to Bonds

The city was forced to service the bond debt with sales tax dollars that it would have used to meet payroll and other operating expenses. Although city officials knew redevelopment was not generating as much revenue as needed, Jackson said they did not realize how much sales tax revenue would be diverted to cover the bond debt.

Jackson said the city’s effort to complete 90 redevelopment projects between 1980 and 1990 probably left the agency juggling more projects than it could handle.

But he said the effort has helped turn around a city that a 1982 Rand Corp. study declared as one of 14 suburban “disaster areas” in the country. Rand said the 14 areas were beset by social and economic problems that included crime, low incomes and deteriorating housing.

Property Values Rise

Property values in the city’s four districts rose from $282.4 million when they were formed to $445.5 million last year, officials said. The first district was established in 1972. The redevelopment projects completed include the Pacific Center Shopping Mall and Medical Office Building, which has 163,000 square feet of floor space. More than 400 town houses have been built and 120 more town houses and condominiums are under construction. And of the 248 single-family homes planned by the Redevelopment Agency, about 50 were completed recently, officials said.

Jackson and Parks said both the City Council and staff are responsible for the financial problems. But they said it would have been difficult for anyone to foresee that developers would back out or default on projects.

‘A Bit Too Fast’

“We might have gone a little bit too fast,” Parks said. “But in another couple of years, we’re not going to have cash-flow problems at all.”

“Everyone on our staff was doing the best they could and there were just one or two little wrinkles that popped up that they weren’t on top of,” Jackson said. “It’s a mistake, but it’s an understandable thing.”

Jackson said the city must move forward, at least until the 90 projects are completed, so the Redevelopment Agency will be able to service its bond debt without drawing on the city’s operating funds.

Perez said he would like to see experts--not just council members --sit on the board of directors of the Redevelopment Agency to more effectively oversee the city’s program.

Eminent Domain Opposed

Aragon said the redevelopment program should be suspended until it can be evaluated for financial soundness and for its effect on city residents. Aragon opposes the city’s use of eminent domain to obtain land for redevelopment projects.

“They’re making people move out who don’t even want to move out,” Aragon said. “I would like to stop redevelopment to analyze what’s going on. Afterward, we might support redevelopment at a slower pace.”

Funk said the city has purchased and demolished 1,300 homes in the past eight years to make way for redevelopment projects. Most of the owners sold their homes to the city without a fight. But the city used its condemnation powers against six owners, Funk said.

Two-Term Limit Suggested

Both Perez and Aragon said Jackson and Parks have been on the City Council too long and proposed limiting a councilman to two terms. Perez, who served on the city’s Parks and Recreation Commission from 1975 to 1977, has run unsuccessfully for City Council four times. This is Aragon’s first run for the council.

“When you stay in office 15 or 20 years, things dry out,” Aragon said. “Just the fact that I’m half the age of my opponents, I would have a fresh perspective, ideas.”

Jackson has criticized Aragon for not attending council meetings. Aragon said it had been about two years since he last attended a meeting. But he said few residents attend council meetings because they view the council as unresponsive and the residents believe their comments will not make a difference.

Aragon said he would try to get more residents involved to support his goals, which include hiring more police officers.

Perez said he would meet with student, parent and citizen groups to tackle issues such as police-community relations, the city’s graffiti problem and the possible need to begin separating and recycling trash as more landfills close.

(The Huntington Park Police Department has been the target of several lawsuits alleging brutality in the past two years. In addition, former officers William J. Lustig and Robert Rodriguez were convicted last December of using a stun gun to extract a confession from a teen-ager. Lustig was sentenced to two years in state prison, and Rodriguez drew a six-month jail term.)

Perez said it is all but impossible for council members who do not speak Spanish to properly represent Huntington Park’s large Latino population. People who do not speak English, he said, are naturally hesitant to approach the council about a problem.

“Leadership has to be provided by someone who the people can talk to and someone who can relate to them, in their native language for the people who can’t speak English,” said Perez, who like Aragon, speaks Spanish. Jackson and Parks do not speak Spanish.

Parks said the fact that he is not Latino does not affect his ability to be an effective councilman.

“I was elected because they wanted me on the council to do a job for them,” Parks said. “You get elected not just because of your race or nationality.”

Jackson said: “It probably makes some sense that ultimately there will be Hispanics on the Huntington Park City Council.

“But in order for a Hispanic to be on the City Council then you’d have to replace me, and I don’t think I deserve to be replaced. Just because I’m not Hispanic does not mean that I can’t represent Hispanics. I’ve been doing it for all these years.”

Contributions to the Jackson and Parks campaign included $4,000 from Jim and Susan Chilton, owners of Chilton & O’Connor of Los Angeles, Huntington Park’s major bond underwriter. Dick Hill, owner of Almond Creek Building Co. of Diamond Bar, contributed $2,500. Hill has helped develop industrial and commercial projects in Huntington Park. Curt Fresch, general manager of the Huntington Park Casino, and casino legal counsel Eric Fresch contributed $2,000.

Councilman William P. Cunningham and Redevelopment Director Funk contributed $100 each, while Councilman Jim Roberts contributed $140 worth of lumber for lawn signs.

Other City Races

In other Huntington Park election races, city Treasurer Eileen F. Gerardi, 51, is seeking reelection against Alan Kartsman. Gerardi was appointed to the position in 1982 and won reelection in 1984. The treasurer receives a $150 monthly stipend.

City Clerk Marilyn Boyette, 50, is seeking reelection against Louie Aragon, 25, a real estate sales agent and brother of Raul Aragon. Boyette was first elected in 1976. She is a full-time employee who is paid an annual salary of $51,216.

Gerardi and Boyette, who are running together, have raised $4,614 and spent $2,554, according to a campaign disclosure statement. Kartsman and Louie Aragon will raise and spend less than $1,000 each, they reported.

Contributors Listed

Contributors to the Gerardi and Boyette campaign include Funk, $100; Cunningham, $100, and Councilman Herbert A. Hennes, $100. Boyette and Gerardi lent their campaign a total of $1,300.

Kartsman and Louie Aragon created a controversy when they teamed with a third candidate to run last November for three seats on the Board of Education of the Los Nietos School District. The district includes portions of Whittier, Santa Fe Springs and an unincorporated area of Los Angeles County.

The three said they moved from Huntington Park and declared the same Santa Fe Springs house to be their legal residence, leading one official to call them carpetbaggers. Kartsman and Louie Aragon, who also ran unsuccessfully for the Huntington Park City Council in 1986, said they are living in Huntington Park again.
