The Immigration and Naturalization Service is expected to announce today that illegal aliens applying for legal residency under the amnesty program can have 60 extra days to document their case after the May 4 deadline, sources said. Sources briefed on the change said aliens seeking legalization or amnesty will be allowed to file a “skeletal” application by the deadline, but they will continue to pay an application fee when they file. The INS move comes after recent admissions by officials that they will fall short of their goal of receiving 2 million legalization applications in the program launched last May under the 1986 Immigration Reform and Control Act.
