Foreign observers of Czechoslovak-Soviet military exercises will be allowed to use cameras and tape recorders for the first time. Lt. Gen. Jiri Brychta, first deputy chief of the Czechoslovak general staff, told reporters. He said that 22 countries have applied to send a total of 43 observers to the maneuvers, to be conducted March 22-28 by 17,400 Soviet and Czech military personnel in western Czechoslovakia. Under the Stockholm agreement on security and cooperation in Europe, the North Atlantic Treaty Organization and Soviet-led Warsaw Pact are to allow foreign observers to view large military maneuvers.
