Reagan to Seek End to Succession Limit

VIENNA, Va. — President Reagan told a gathering of high school students and teachers Thursday that when he leaves office he will crusade for repeal of the 22nd Amendment, which limits a President to two terms.
Reagan said he is waiting until he is out of office next year to lobby for repeal of the amendment so he will not appear to be acting in “self interest.”
“I cannot dare open my mouth in my present position,” he said. But, Reagan added, “The President is the only one in government who is elected by all the people.”
Reagan said the amendment was enacted in “vengeance against (Democratic President) Franklin Delano Roosevelt” who was elected to four terms. He did not mention that Republicans led the effort to ratify the amendment.
“People should be able to vote for who they want and as long as they want,” he said.
