Canadian Prime Minister Brian Mulroney shuffled more than a quarter of his 38-member Cabinet, making major changes in the controversial trade and immigration portfolios. International Trade Minister Pat Carney was replaced by former Transport Minister John Crosbie, who will take over responsibility for implementing the free-trade agreement negotiated with the United States last year. Carney takes over as president of the Treasury Board. Mulroney replaced both Immigration Minister Benoit Bouchard and his deputy, Gerry Weiner, after two years in which Canada has struggled to curb an influx of up to 2,000 illegal aliens a month. Bouchard was named transport minister.
