‘Stamp of Approval’ for Postage Hike

Millions more Americans will fail to meet the deadline for filing their 1987 income tax returns. After completing the complex, new tax forms, they’ll carelessly affix 22-cent stamps on the IRS envelopes. The postmaster general selected the absolute worst date to increase postal rates: two weeks before April 15.
