Suspected Sikh extremists killed 17 more people in a wave of terror in Punjab, and politicians warned that Prime Minister Rajiv Gandhi is close to imposing emergency rule in the north India state. The latest killings brought the number of deaths for the week to more than 100, and the total for this year to nearly 700. Gandhi broke off a tour of northeastern India to return to New Delhi for talks on the violence. Sikh militants demand an independent Sikh state in Punjab, where Sikhs are a majority.
