Azusa : Apartment Building Ban

The City Council this week imposed a 45-day moratorium on the construction of apartments and condominiums and asked city staff to study what many say is unchecked proliferation of multifamily housing in the city.

The moratorium will affect projects of three or more units, said Roy E. Bruckner, community development director. At the end of 45 days, the council must hold a public hearing if it wishes to extend the ban for the full two years allowed by state law, he said.

Projects that had officially filed for permits before Monday will not be affected.

The new ban complements another moratorium that has limited construction of condominiums and apartments in the city’s central business district for the past 16 months. While the ban is in effect, Bruckner said, city staff will evaluate the apartment and condominium stock and propose any needed amendments to the city’s general plan and zoning codes.
