Contra and Sandinista military representatives resumed talks to settle technical details of a cease-fire. The meeting in the Nicaraguan border crossing post of Sapoa--the fourth set of talks in less than a month--dealt with the mechanics of pursuing a 60-day cease-fire that has been in force since Friday. Both sides formally agreed to the truce March 23 as part of a plan to end the six-year war. Meanwhile, the Contras backed out of a high-level meeting scheduled in Managua “to continue the definitive cease-fire negotiations.” The Sandinistas said the delay violates the truce plan.
