Frederick M. Stevens, 51, has been named chairman and chief executive of Fred Meyer Inc., a Northwest regional retailer of general merchandise, food, apparel and home improvement products. The company, based in Portland, Ore., operates 99 stores in Oregon, Washington, Utah, Idaho, Alaska and Montana.

He succeeds Oran B. Robertson, 70, who remains on the board and will serve as chairman of the board’s executive committee. Stevens previously was executive vice president-speciality retailing of K mart.
