The Senate approved a $1.1-trillion budget proposal today, adding extra money to fight drug abuse but turning aside all other efforts to rearrange the government’s spending priorities.

Senators voted 69 to 26 in favor of the spending plan for the year beginning Oct. 1. A compromise budget must be worked out with the House, which passed a similar version. Earlier, senators refused to transfer money from scientific research into health care accounts, but approved adding as much as $1.4 billion to the anti-drug campaign, mostly for education, law enforcement and drug abuse treatment.
