The Spanish Parliament voted in Madrid Thursday to end the government’s 32-year monopoly on TV broadcasting and authorized the creation of three private TV networks. The new law could be a real citizen pleaser, too, for with the exception of Britons, Spaniards watch more TV than any other country in the 11-member European Economic Community. The law seeks to limit the influence of established media by stipulating that no one group may own more than 25% of a network; participation of foreign investors is also limited to 25%.
