Pravda Says Internal Borders Need Study
The Communist Party newspaper Pravda said Monday that the question of redrawing internal Soviet borders deserves further study although rash changes could cause economic disruption.
Without referring directly to Nagorno-Karabakh, an area that was the subject of demonstrations in February that called for the area to be transferred from the republic of Azerbaijan to neighboring Armenia, Pravda said various ethnic groups in the country suffered neglect of their needs.
In late March, the Kremlin ruled out any immediate border changes but conceded that Nagorno-Karabakh had been neglected by Azerbaijan and drafted an economic and cultural development program for the area.
