Since its release about seven months ago, “Lady and the Tramp” has ruled the Billboard magazine sales chart, which measures sales to retailers and distributors. But the pooches have finally been nosed out of the top spot. The new champ is “Start Up With Jane Fonda.” The Empress of Exercise dominates the sales chart Top Five. Her “Low Impact Aerobic Workout” is No. 4 and her “New Workout” is No. 5. The latter has been on the sales chart so long--2 1/2 years--it’s been nicknamed the “Old Workout.” With “Callanetics” at No. 3, four out of the top five on this chart are exercise tapes. Rental chart action: “Innerspace” inched up to No. 10; “Made in Heaven” stalled at No. 21; “Flowers in the Attic” (No. 18) and “The Hidden” (No. 20) are off to fast starts. (Surprisingly, rental-chart leader “Stakeout,” which ranked 34th on last week’s sales chart, has dropped off the list this week.)

* “The Living Daylights,” which seemed destined for a long run in the rental Top Five--and maybe even a few weeks at No. 1--hasn’t done as well as expected. This Bond has been somewhat of a bust so far. After one week at No. 5, it slipped a notch to No. 6.
