Local News in Brief : Port Traffic Study Ordered

The Los Angeles City Council voted Wednesday to pay a consulting firm $512,000 to study transportation problems in the harbor area and recommend ways to improve traffic flow in the communities surrounding the Port of Los Angeles.

The so-called “port transportation specific plan,” which is expected to take 18 months to complete, will be developed by Envicom Corp., which conducted a similar study for the area around Los Angeles International Airport.

The study “will assess existing deficiencies, project future growth . . . and recommend future mitigation measures and transportation improvements,” according to an aide to Councilwoman Joan Milke Flores, who proposed the port plan.

The consultants must also find ways to finance the improvements and to reimburse the city for the cost of their study. One method that will probably be considered is to have businesses pay into a trust fund as a condition of operating in the harbor area.
