Has anyone ever considered the user-fee concept? I suggest that a surcharge be placed on each gallon of gas and diesel fuel purchased; an amount determined to be necessary to cover the claims granted over a recent period of time. That charge would be adjusted annually to cover increases or decreases in amounts paid out.

The program could be administered (for the state) by existing auto insurance companies to keep them happy. Claim limits would be established as presently being discussed.

This seems to be a relatively simple and fair way for all of us drivers to pay, especially the hundreds of uninsured drivers out there. When we buy fuel for our vehicles, we would all pay our share of insurance costs; the amount we would pay would be commensurate with the amount we drive. Too simple?
