Despite its increasingly active role in southern Africa peace talks, Cuba has added 10,000 troops to its force in Angola during the last five months, U.S. officials say. The reinforcements bring Cuba’s total deployment there to about 45,000. Cuba, along with the United States, South Africa and Angola, will participate in a new round of talks on an array of regional issues beginning Tuesday in London. The talks mark the first time that South African and Angolan representatives have agreed to sit at the same negotiating table to discuss a peace settlement. Cuba had not taken a direct part in the peace process until January.
