Pomona : City Plan Revision Begins

The city staff has begun revising the General Plan to provide a blueprint for Pomona’s growth over the next decade. The revision, the first since the plan was adopted in 1976, is expected to take more than seven months to complete, according to Sandy Sorenson, the city’s director of community development.

The cost of the revision is estimated at more than $309,000, of which about $54,000 would come from the city’s General Fund. An additional $93,000 would be paid by the city’s Redevelopment Agency with the remainder provided by federal Community Development Block Grant Funds.

Economic Development Manager Ron Smothers presented an outline of the revision process to the City Council on Monday night. Over the next few months, Smothers said, city planners will confer with representatives of the Pomona Unified School District, the Pomona Futures Committee and other governmental agencies to guide them in revising the plan.

Smother said the city staff will do as much of the work itself as possible but that two outside consultants will be hired to conduct market studies and prepare an environmental impact report. Fees for the consultants, to be selected by the City Council next month, are estimated at $145,000.

A draft version of the new General Plan should be available by October, Smothers said, when it will be reviewed by a Community Advisory Committee composed of representatives of various city commissions and the school district. The City Council should receive the final version of the plan by January, he said.
