Many citizens in Northern California feel that we are stealing their water. A case in point is the letter from Randy Howsmon of Oakland (May 19). Granted we have a statewide water problem. Private citizens, industry, government and agriculture all need to look at their own contributions to this problem. As a state, though, we also need to look at the distribution problems. We can either redistribute the water or we can redistribute the people.
Randy, are you ready to have two-thirds of us Angelenos move to Oakland?
