Local News in Brief : Anti-Handbill Law OKd
An ordinance outlawing the placement of commercial flyers, handbills or circulars on unattended parked cars has won preliminary approval from the Santa Monica City Council.
Violation of the ordinance, which is scheduled to go into effect in mid-July after a second reading before the council, would carry a fine of up to $100.
“It’s an attempt to fight the litter problem in this city’s parking lots, curbs and streets,” Councilwoman Christine Reed said.
The vote was 4 to 0, with two council members abstaining.
Anticipating a possible legal challenge to the law, city attorneys said in a report that the council has authority to regulate the distribution of commercial flyers as a means of reducing litter.
