Reagan expressed his heartfelt support for human rights. He’s also said, “We hope . . . that the Soviet government will understand that it is the individual who is always the source of economic creativity.”

Yet he vetoed a recent trade bill because it contains the human rights provision that workers be advised 60 days in advance of plant closings and major layoffs.

Is he really concerned about human rights?
