‘Zero Growth’ U.S. Budget OKd

WASHINGTON — The Senate gave final approval today to a “zero growth” $1.1-trillion fiscal 1989 federal budget providing additional money for the election-year war on drugs, exploration of space and AIDS research and education.
The compromise budget, approved 58 to 29, meets the mandatory ceiling of $299.5 billion for military spending and imposes no new taxes, except $14 billion ordered by a two-year agreement reached last fall. The budget resolution calls for a deficit of $135.3 billion, $700 million below the target of $136 billion.
