Pentagon Paper Rules
Being a project engineer at Hughes Aircraft in El Segundo, the article by Vartabedian more than interested me. The paper work here is piling high too.
We must submit “lines of code” estimates to justify our software costs. This is similar to pricing a book by the number of sentences in it--no matter how immaterial the sentences are. I don’t know how inexperienced auditors can measure the value of highly technical work.
