Soviet forces reportedly have returned to some cities in eastern Afghanistan to fight Muslim guerrillas who have raided posts defended by Afghan troops. Dr. Ijaz Gilani, an analyst at the Pakistani-based Institute of Strategic Studies, said he has received reports that Soviet forces are back at the garrison posts of Jalalabad and Khost, near the Pakistani border. There was no independent confirmation. Meanwhile, U.N. Undersecretary Diego Cordovez told a news conference in New York that the overall withdrawal of Soviet troops has been going faster than expected. Cordovez, who helped negotiate the Geneva accords on the pullout, was attempting to dispel reports that the accords had run into trouble.
