Libya Adopts New Charter Banning Housemaids--and Nuclear Weapons

Libya has banned housemaids, most divorces and the manufacture of nuclear weapons under a charter aimed at achieving world peace, the official Libyan news agency JANA said Monday.

The agency, monitored in Beirut, announced a 27-point human rights document that Libya hopes will lead to a world without wars, aggression and terrorism.

It quoted Libyan leader Moammar Kadafi as saying he will join Amnesty International and urge the worldwide abolition of capital punishment.

Libya has already abolished the death penalty, replacing it with imprisonment.

The agency said Kadafi plans to send envoys around the world to “destroy jails, free prisoners and abolish the death penalty, hard labor and life sentences.”

Kadafi has set a precedent for his jail destruction plans. On March 3, he led the demolition of a jail in Tripoli when he smashed down its doors with a bulldozer, freeing 400 inmates.

The human rights charter would abolish the manufacture, trade and export of arms, including nuclear and chemical weapons.

The charter bans divorce, “except when a just trial permitted it,” bans housemaids and vows to provide education for all.
