Signed into law a bill (AB 4346) by Assemblywoman Lucille Roybal-Allard (D-Los Angeles) to prohibit defendants in criminal court cases from obtaining the address or telephone number of a victim or a witness from defense attorneys.

Will attend a Republican regional leadership dinner meeting in Fresno Wednesday, an awards ceremony for Air National Guard firefighters in Sacramento Thursday and a dinner for U.S. Sen. Pete Wilson (R-Calif.) in Los Angeles next Saturday.

Floor Action:

Tax: Defeated by a 32-41 vote a tongue-in-cheek resolution (ACR 157) by Assemblyman John Burton (D-San Francisco) to request the Capitol press corps not to call any tax adjustment proposed by Gov. George Deukmejian a “tax increase.”

Floor Action:

Utility Bills: Passed and sent to the governor on a 31-0 vote a bill (SB 987) by Sen. Ralph C. Dills (D-Gardena) to give the Public Utilities Commission more flexibility in establishing base-line utility rates to help keep consumer energy costs down when the temperature goes up.

Fires: Passed and returned to the Assembly for concurrence in amendments a bill (AB 2721) by Assemblyman Bryon D. Sher (D-Palo Alto) to appropriate $2.2 million to the Department of Forestry and Fire Protection for early hiring of firefighting crews.

Appointments: Confirmed gubernatorial appointments of Robert W. Stranberg as chief of the Division of Occupational Safety and Health of the Department of Industrial Relations, and Donna A. Little to the Workers’ Compensation Appeals Board by 22-11 and 22-10 votes, respectively.

Committee Action:

Homeless: The Senate Revenue and Taxation Committee approved a bill (AB 145) by Assemblywoman Jackie Speier (D-South San Francisco) to allow taxpayers to earmark part of their state income tax refunds to assist homeless families. A 5-3 vote sent the bill to the Appropriations Committee.

Bills Introduced:

Teen Pregnancies: SCR 102 by Sen. Bill Greene (D-Los Angeles) requests the state Health and Welfare Agency to prepare a coordinated statewide plan to combat the problems of teen pregnancy and teen parenting.
